Although I have this song I don't have any download link. However if that will help you, I can tell that this song is 9th track of 4th IOSYS album ("Touhou Eijanho") and song title is:
"ねこ巫 女れい㠂€(å°‘å¥³ç¶ ºæƒ³æ›²ã€&euro ;～ Dream Battle)"
I hope this help. I guess you'll be able to find it at least on YouTube.
