It's from Ghost in the Shell. Definitely Kenji Kawai and I think the title is Making of a Cyborg

I got that song and it don't sound anything like that, it sounds like the chipmunks singing it thats all I can say. >-(

Well, duh? It's a parody of a scene in Ghost in the Shell. Instead of Motoko, it's a flat loli - and just playing the original song as it was, wouldn't be as funny.
