lawl: #1 It appears to be a chiptune at least loosely based on the My Little Pony: Friendship is Magic theme song played in the background of a two framed animation of the character Pinkie Pie moving up and down at what appears to be a frequency of at least 60Hz judging by what I believe is the interference pattern between the screen refresh frequency and the frequency of the animation.
