I decompiled it and there are the results:
Audio: 2.15 MB (1:53)
Video: 16.5 MB (1:53)
So, it is not the loop of 3 frames (or so) and music, but the loop of almost 2 minutes long video consisting of looped 3 frames. OMG!

why I'm letting such flashs through:
- high speed internet. upgrade, 56k modem fag
- gprs mobile users shouldn't browse flash sites, anyway
- vote was unsure, so why not try it
- there's A LOT WORSE SHIT coming in we need to sort out. only 2 to 5 percent of all uploaded flashs make it to the gallery. it's difficult to always decide perfectly which flash in this sheer constant flood of flashs is good and which not so good, which is why the file size factor isn't looked at. if a flash is good, someone will probably generate a good, small-sized version of it, which we can use to replace the big-sized one.

file size should only be a concern for the site, as they are the one with limitations
