I've seen Tenjou Tenge and I don't remember this scene (or these two gunslingers) at all.

If someone really is sure this is Tenjou Tenge, can you in that case tell which episode or at least the names of the man and woman killing everybody.

If I recall right, this actually is from Tenjou Tenge, somewhere in middle of serious I believe in those memories from past episodes.

This is tenjou tenge without a doubt, but a word of warning for people. The anime in question isn't quite the same as this loop would give off :p For something similar of kind I'd recommend Black Lagoon.
