Ah just remembered why I found this so familiar. I'm quite sure this is from one of my favorite animes:
Shakugan no Shana :-D

Couldn't find that loop though :oops:

. But Yoshida Kazumi has that kind of outfit in episodes 19+ and that necklace is definitely kazumi's. The hair color seems to fit too.

Reason why you can't find it is probably because the loop's from those short extras you get when buying the DVD's
