according to the original video the wind measured in this video was about about 3 m/s (7 mph or 11km/h)

You're all reading it wrong. It doesn't produce 4 kW. It requires 4 kW to produce the wind needed for our wind power plants.

It is a wind generator that generates wind from electricity. I have some of those in my pc case too.
